The year
is 1860, and you are all on the island of Haiti in the capital city
Port-au-Prince. Although the United States of America has been independent
for nearly 100 years, the young country is struggling through difficult
times of its own. There are rumors that the USA may erupt in civil war at
any time. The European powers are still practicing colonialism throughout
South America, Africa, and Asia. The small island of Haiti off the coast
of the US is almost oblivious to the maelstrom of international politics. When the great colonial powers were kicked out of the new world, they took their navies with them, leaving a struggling America to deal with a growing pirate population. Port-au-Prince is now the preferred meeting spot for pirates. The influx has actually been quite good for Haiti, since the pirates spend their money quite freely on the island. |

| Haiti won its
independence from France in 1804, a little over 50 years ago. Since then,
the island has been the first former colony to free the majority of its
slaves. The abolishment of slavery was almost a requirement because the
European settlers and African slaves interbred extensively on the island.
However, Haiti maintains a strong caste system based on skin color. Today, the rulers of Haiti (the 7 richest land owners) are meeting to vote on a new Prime Minister to lead the nation for the next five years. The result could affect everything from how Haiti deals with an unstable United States to the fate of the pirates. |
